Many of the organizers operate in China, exploiting gaps in animal-welfare laws to produce violent content while claiming it is permissible. In reality, the conduct breaches platform rules and violates animal-cruelty and cybercrime statutes in multiple jurisdictions.

Footage of torture and killing is filmed, monetized, and circulated through public websites, Telegram groups, and other international platforms. The cross-border nature of the operation makes platform enforcement and law-enforcement cooperation essential to disrupt the network and protect animals.
